Biography

Ewan Tomeny is a health systems researcher and health economist at Liverpool School of Tropical Medicine (LSTM), working in the Health Systems and Workforce Strengthening Unit. His research focuses on strengthening health systems in low- and middle-income countries, particularly in fragile and shock-prone settings, especially those increasingly affected by the impacts of climate change. He combines health economics, systems thinking, qualitative insights, and virtual health system modelling to understand and improve workforce performance and service delivery. He has a particular interest in how climate change is reshaping health system priorities, capacity, and equity.
Ewan completed his PhD at LSTM, where he focused on improving how health economic models capture patient experiences in tuberculosis care. His research examined existing approaches to measuring TB-related disability and incorporated post-treatment sequelae and patient-incurred costs into evaluations of diagnostic and treatment pathways. He additionally holds an MSc in Health Economics from the University of York and a BSc in Mathematics from the University of Aberdeen.
Ewan has a long-standing interest in the intersection of climate change and health – both professionally and personally. His current work includes contributing to research on climate-resilient health systems, with a focus on human resources for health and service delivery in low-resource settings. Ewan is passionate about generating evidence and tools that help health systems respond to the health impacts of climate change while supporting wider goals for sustainability and mitigation.
Ewan sits on LSTM's Sustainability and Environment Committee and Environmental Working Group.

Research interests

Ewan’s research interests include the impact of climate change on health systems and services, health system evaluation and virtual health system modelling, patient-incurred costs and the socioeconomic impact of illness, burden of disease and quality of life measurement, human resources for health, cost-effectiveness analysis of TB and other global health interventions. 

Teaching

Ewan lectures on the Diploma in Tropical Medicine and Hygiene and the MSc in International Public Health. He also runs international modelling workshops and supports capacity strengthening for researchers, PhD students, and TB programme staff, particularly in
low- and middle-income countries.
